People like Lippmann argued that even within a strong democratic society, a hierarchy would need to be established to deal with handling pressing issues for public opinion of the masses would waste too much time deliberating in making major decisions.

Posters portrayed our German enemies as a brutish beast that threatened to destroy our democratic society. The impression of the Hun as a barbaric beast would drive the impression of fear within the masses and the only way to put this fear to a stop was through the support of public opinion. The  aim of this piece of propaganda was to get American men to enlist in the Army. Here we see a barbaric ape wearing a pickelhaube helmet holding a bloody club in one hand with the word Kultur inscribed on it. In his other arm he's carrying a half naked woman who serves as a symbol of our liberty (look at the close resemblance between her and our statue of liberty). It was the intellectual ideals brought about by the age of Enlightenment that the idea of 'public opinion' became credible.
