         <description><![CDATA[<div>Self Rule was developed over time in the colonies because England gave the colonies freedom to operate within themselves.  When the colonies were first founded, Britain practiced salutary neglect.  This led to the colonies finding ways to rule themselves, such as the Mayflower Compact, the House of Burgesses, and the Fundamental Order of Connecticut.  This shows that when given freedom, the colonists found ways to establish an effective self-rule.  This self rule later contributed to increased tensions between England and the colonies when England ended Salutary Neglect and started trying to control the colonies.</div>]]></description>
