After America had helped Cuba escape the grasp of Spain, America helped the newly freed Cuba set up a new government. While help creating their new government, America adds the Platt Amendment to the Cuba Constitution. This Amendment basically lets America intervene on Cuban affairs when the situation gets too dire. Many Americans were glad that America did not annex Cuba. Cuba became independent only in name, and a legal protectorate. However, Puerto Rico was annexed by the United States but were not given full territorial rights. In 1917, the United States approves Puerto Rico as a US territory and the rights that go along with it. Like Puerto Rico, Guam was annexed but was not made into an organized territory until the 1950's. In the Philippines, Filipino Rebels wage was on the American Troops so they can escape another Imperial Rule. However, this forces Americans to use Spanish tactics against the Filipinos, leading hundreds to thousands to die from disease and starvation.
