If the President writes to the President Pro Tempore of the Senate, and the Speaker of the House of Representatives that they are unable to complete their job, then the Vice President will act as President until further notice. The same is true for if the Vice President, the President Pro Tempore of the Senate, and the Speaker of the House of Representatives all agree that the President is unfit to fulfill their duties.
