Since there hasn't been enough water in said country, the demand for water continues to increase. Israel desalinates its water from the Mediterranean Sea, and from coastal plain waters such as Lake Kinneret, providing more water to the Israeli people.  However, Israel has been in and will remain in crisis mode for their lack of fresh water. Another source of water Israel has could be the Dead Sea, however, it's too salty to even swim in.
