Stalin instituted Collectivization which ended peasants being able to own private land and instead government owning the land and peasants having to work on that land to meet a specific quota of food. 

What were the goals?
Stalin wanted to transform the USSR into an industrial power rather than an agricultural power. A "catch-up" to the western powers who were industrially superior. 

What were the outcomes?
Farmers were enraged that their land, livestock and equipment were being controlled by the government and many protested by burning crops and farmland. The outcome was many thousands of people starving, especially in Ukraine due to the fact that many farmers were moving to the cities for a better life. Effects?
