In this part of the text Jake is having a talk with Albert Groom, his neighbor, who enjoys spending time with the kids. Jake probably wants to watch to know what is going on. Jake probably, in his head, is thinking of baseball rules and what is happening, not yelling and screaming when his favorite player strikes out.
