IFLA'S FUTURE PLANNING

The International Federation of Library Associations (IFLA) will give a road map for the future. Working with the Headquarters Team, IFLA's Professional Units and Governing Board. IFLA will continue to develop expertise in the preservation of cultural heritage. Within the PAC network, IFLA will establish centers of expertise for specialized areas of PAC practice, as well as specific cultural, language, and regional requirements. IFLA will continue to collaborate with libraries in areas at risk of natural or man-made disasters, forming synergies with the International Committee of the Blue Shield (ICBS) and UNESCO. The Building Strong Library Associations (BSLA) programmed will also be delivered by IFLA.

Furthermore, IFLA must create standards, guidelines, and other resources that promote best professional practices and demonstrate the importance of libraries in accomplishing sustainable development goals. In addition, IFLA must influence public opinion and debate on open access and library values such as intellectual freedom and human rights, as well as provide exceptional chances for face-to-face networking and learning.

The IFLA Strategy 2019-2024 is a library-related document. It is intended to serve as a resource not just for IFLA's Professional Unit, headquarters, regional and language offices, but also for the library's membership and field in general. In IFLA's efforts, it should serve as a catalyst for new energy and alignment.

IFLA's Strategic Directions highlight four areas of focus in carrying out the mission:

1. Strengthen the Global Voice of Libraries

To demonstrate the importance of libraries in achieving the Sustainable Development Goals and to serve as a foundation for effective library advocacy, IFLA will create high-quality, high-impact tools that demonstrate the library's contribution to development in all of its dimensions to external audiences.

Establish a strong presence as a valued partner in international organizations and meetings. In order to establish legislation, standards, and initiatives that benefit libraries, IFLA will improve partnerships with major international institutions. IFLA will also take a long-term strategic strategy and establish itself as a valuable partner.

2. Inspire and Enhance Professional Practice

Engage and invigorate the library by delivering high-quality campaigns, information, and other communication items on a regular basis.

Provide tools and infrastructure that support the work of libraries. IFLA will assist the profession's work around the world by developing well-designed practical tools and platforms in areas where it excels, such as service delivery and library missions.

3. Connect and Empower the Field

Provides fantastic networking and face-to-face learning opportunities. Physical encounters will be used by IFLA to bring the library field together and break down barriers to collaboration, enable access to fresh insights and knowledge, and stimulate the sharing of ideas.

Provide targeted professional growth and learning. IFLA will offer a variety of learning opportunities to keep current practices up to date and to create capacity to engage and evaluate communities, turn every librarian into a supporter, and develop and link future leaders.

4. Optimize IFLA’s organization

Effectively move human resources and networks. Through dynamic units and structures, high-performing headquarters teams, effective regional offices, language centers, and exciting and varied volunteer opportunities, IFLA will maximize the potential of all employees and drive change and innovation.

Increase visibility by using effective and creative communication. IFLA will improve its brand and ability to create high-quality, high-impact, and engaging communications that are customized to the needs of the worldwide library and information community.

There are several benefits of IFLA towards access to information, one of which is IFLA as the global voice of libraries, information centers and information professionals around the world. IFLA is a key platform for formulating goals, providing influence as a grouping, protecting interests, and finding ways out of global problems.

In all sectors, IFLA provides users with a global network through which they can exchange ideas and foster international collaboration, research, and expansion. To fulfil its objectives, IFLA relies on the cooperation and active participation of its members.

The International Federation and Institutions of Libraries (IFLA) is leading the charge on development and access to information, in collaboration with the University of Washington Technological and Social Change Group (TASCHA), which tracks the country's progress toward the UN Sustainable Development Goals of promoting meaningful access to information. As part of the United Nations Sustainable Development Goals and in response to the government's commitment to promoting meaningful access to information. It provides insights into diverse elements of meaningful information access by looking at four major pillars of access namely connectivity, norms, skills, and social and cultural rules. Information is always preserved and accessible at libraries. In recent years, governments and others have made several comments emphasizing the importance of citizens' ability to learn and apply knowledge equally in order to achieve various policy objectives.

In the areas of information, documentation, and archives, IFLA interacts with various international organizations. In addition, IFLA developed offices to carry out related tasks and other operations in order to meet the theoretical and practical criteria for each library activity.

In addition, The Multicultural Population Division also receives library services from IFLA. Library Services for People with Special Needs are also available. The Division for Library Services to People with Special Needs serves as a global platform, bringing together libraries and groups engaged in library service innovation and accessibility.

Not only that, but IFLA also contains the Reference and Information Services Division, which will cover all aspects of reference, the library as a whole, and all parts of the globe. The new electronic environment and the resulting changes in referral employment, the role of referral jobs in the future, and the quality of referral services are all current topics of interest.

Next, IFLA provides pricing services for any national bibliographic service. Differential pricing arrangements can ensure that schools and others who are less able to pay, such as students and the unemployed, have access to services that are financed by those who can afford it. By transferring the national bibliography from older printed, fiche, or CD-ROM media to the Web, new technology offers opportunities to reduce production and distribution costs.

Furthermore, IFLA provides free or open services. Many countries provide free national bibliographic services as a public service. The business case is based on the benefits that open access to information provides to the nation's educational, cultural, and economic life. By reusing bibliographic data created for the national bibliography, other libraries and national organizations may be able to earn costs. Government policy is increasingly determining that material purchased with public funds should be made available to the public under open licensing and without charge. Funding may be also be attracted from different government departments or agencies, such as education, culture, trade and innovation.

Finally, the International Federation of Library Associations (IFLA) offers mixed modelling services. Depending on the resources required to deliver the services, an NBA may decide to offer a mixed portfolio of free and premium services. For example, a basic online Web catalogue could be made available for free, while particularly personalized or additional value services for specific consumers could be charged.

In conclusion, over the past year, UNESCO already proved that the organization is established to build peace in the minds of all citizens regardless of their gender, age, religion, ethnic and many more. UNESCO efforts to coordinate international cooperation in education, science, and culture, as well as communication have been shown clearly. To conclude, all the efforts made by the United Nations agency have aim to mobilize societies across the globe so that each child and citizen has access to quality education, a basic human right and an indispensable prerequisite for sustainable development. May grow and live in a cultural environment rich in diversity and dialogue, where heritage serves as a bridge between generations and peoples. Can fully benefit from scientific advances; and can enjoy full freedom of expression; the basis of democracy, development, and human dignity. UNESCO puts an emphasis on children, and as UNICEF reiterates, reducing poverty begins with children and the things that improve their quality of life. Education is one of the most important pieces, and UNESCO’s efforts to improve it benefit people all over the world.

UNESCO launches worldwide consultations on the preparation of the Global Action Plan of the International Decade of Indigenous Languages (IDIL 2022 – 2032). The preparation of the Global Action Plan for the IDIL2022-2032 is an immediate response to the implementation of the United Nations General Assembly Resolution. The IDIL2022-2032 is one of the key outcomes of the 2019 International Year of Indigenous Languages (IYIL2019). One of the first steps in the preparatory process for the organization of the International Decade is the preparation of a Global Action Plan to ensure international cooperation and a joint and well-coordinated action at all levels. The IDIL2022-2032 is a unique opportunity to raise awareness of the importance of indigenous languages for sustainable development, peacebuilding, and reconciliation in our societies, as well as to mobilize stakeholders and resources around the world to support and promote indigenous languages worldwide.

Furthermore, the 3rd World Higher Education Conference (WHEC2022) will bring together relevant stakeholders to define and prepare a roadmap for a new era of higher education. This roadmap will respond to the challenges faced by humanity and the planet, with special attention to the global disruption created by the COVID-19.

UNESCO contribution towards access to information is UNESCO assists countries in their compliance and implementations of international treaties, agreements, norms, and standards related to Universal Access to Information. In addition, UNESCO provides evidence-based and, where appropriate, integrated policy advice to help countries implement and report their activities on the 2030 Agenda, particularly by mainstreaming constitutional, statutory and/or policy guarantees for public access to information. UNESCO makes use of international fora and international days such as the International Day for Universal Access to Information to leverage existing partnerships for inclusive digital transformation.

UNESCO recognizes that universal access to information must embrace open standards to support innovation and competition without barriers. UNESCO advocate for Open Access, including free and affordable access to journals and books, and open archives for scientific information. Open Access can also provide reliable and verified information to all, especially in times when misinformation and disinformation abounds. The importance of Open Data is also acknowledged by promoting open and FAIR data and harnessing its power for innovative, socially beneficial applications.

The digital divide in its many forms, especially the gender inequality in access, remains widening between countries and within regions, calling for an urgent action to end such disparities and provide equitable access for all. UNESCO work with Member States to build capacities for persons with disabilities and indigenous peoples to access information through policy advice that takes the Recommendation concerning the Promotion and Use of Multilingualism and Universal Access to Cyberspace into account. The International Decade for Indigenous Languages (2022-2032) is also offering an opportunity to build partnerships to protect and foster linguistic diversity and multilingualism.

Service in Education
UNESCO believes that education is a human right for all throughout life and that access must be matched by quality. The Organization is the only United Nations agency with a mandate to cover all aspects of education. UNESCO provides global and regional leadership in education, strengthens education systems worldwide and responds to contemporary global challenges through education with gender equality an underlying principle. Its work encompasses educational development from pre-school to higher education and beyond.

Services in Natural Sciences
UNESCO works to assist countries to invest in science, technology, and innovation (STI), to develop national science policies, to reform their science systems and to build capacity to monitor and evaluate performance through STI indicators and statistics considering the broad range of country-specific contexts.

Science and engineering education at all levels and research capacity to allow countries to develop their own solutions to their specific problems.

Science to society, public understanding of science and the participation of citizens in science are essential to creating societies where people have the necessary knowledge to make professional, personal, and political choices.

Science and technology empower societies and citizens but also involve ethical choices. UNESCO works with its member States to foster informed decisions about the use of science and technology, in particular in the field of bioethics.

The scientific understanding of the water cycle, the distribution and characteristics of surface and groundwater, of urban water all contribute to the wise management of freshwater for a healthy environment and to respond to human needs.

Scientific knowledge of the Earth’s history and mineral resources, knowledge of ecosystems and biodiversity, and the interaction of humans with ecosystems are important to help us understand how to manage our planet for a peaceful and sustainable future.

Services in Social and Human Sciences
In today’s increasingly diverse societies, UNESCO continues to accomplish every day its fundamental humanist mission to support people in understanding each other and working together to build lasting peace. UNESCO also helps to enable people to create and use knowledge for just and inclusive societies. UNESCO seeks to promote the development and the practice of sporting activities, as well as the fight against doping to foster social integration in different cultural and political contexts, recognizing that sport disregards both geographical borders and social classes. UNESCO also continues to build and reinforce linkages among ethicists, scientists, policymakers, judges, journalists, and civil society to assist Member States in enacting sound and reasoned policies on ethical issues in science and technology.

Services in Culture
UNESCO is convinced that no development can be sustainable without a strong culture component. To ensure that culture takes it rightful place in development strategies and processes, UNESCO has adopted a three-pronged approach: it spearheads worldwide advocacy for culture and development, while engaging with the international community to set clear policies and legal frameworks and working on the ground to support governments and local stakeholders to safeguard heritage, strengthen creative industries and encourage cultural pluralism. UNESCO renowned cultural conventions provide a unique global platform for international cooperation and establish a holistic cultural governance system based on human rights and shared values. These international treaties endeavour to protect and safeguard the world’s cultural and natural heritage including ancient archaeological sites, intangible and underwater heritage, museum collections, oral traditions, and other forms of heritage, and to support creativity, innovation, and the emergence of dynamic cultural sectors.

Services in Communication and Information
UNESCO Communication and Information programmes directly contribute to achieving the Sustainable Development Goals.

UNESCO advances freedom of expression and the safety of journalists online and off-line, notably in the framework of United Nations Plan of Action on the Safety of Journalists.

The United Nations Educational, Scientific and Cultural Organization (UNESCO) was established on 16 November 1945. UNESCO has 195 Members and 11 Associate Members and is governed by the General Conference and the Executive Board. The Secretariat, headed by the Director-General, implements the decisions of these two bodies. The Organization has more than 50 field offices around the world and its headquarters are located in Paris.

UNESCO works in creating the conditions for dialogue among civilizations, cultures and peoples, based upon respect for commonly shared values. It is through this dialogue that the world can achieve global visions of sustainable development encompassing observance of human rights, mutual respect, and the alleviation of poverty, all of which are at the heart of UNESCO mission and activities.

Early in 1942, in wartime, the governments of the European countries, which were confronting Nazi Germany and its allies, met in the United Kingdom for the Conference of Allied Ministers of Education (CAME). The Second World War was far from over, yet those countries were looking for ways and means to reconstruct their systems of education once peace was restored. Very quickly, the project gained momentum and soon took on a universal note. New governments, including that of the United States, decided to join in upon the proposal of CAME, a United Nations Conference for the establishment of an educational and cultural organization (ECO/CONF) was convened in London from 1 to 16 November 1945. Scarcely had the war ended when the conference opened. It gathered the representatives of forty-four countries who decided to create an organization that would embody a genuine culture of peace. In their eyes, the new organization must establish the “intellectual and moral solidarity of mankind” and, in so doing, prevent the outbreak of another world war.

Online Computer Library Center (OCLC) is a global library cooperative that provides members with shared technology services in-house research and community programs. The entire library community is a not-for-profit member-led library community, founded in 1967 and currently comprised of approximately 15,637 members from 107 countries. There are several types of libraries offered by OCLC which are Research, Academic, Public, School, Medical, Law, Corporate, Government, Special, State, National Libraries, Groups, and Consortiums. OCLC's main services are library management and retrieval, cataloging, digital library, virtual reference resource sharing.

OCLC creates a community dedicated to the values of library science (collaboration, resource sharing, universal access), managing and sharing the world's knowledge that connects libraries in a global network. This network connects members to a robust cloud-based infrastructure and provides the system-wide intelligence and collaborative platform needed to holistically innovate and drive the operational efficiencies of the creation of metadata, digitization of library inter-loans, and discovery delivery. OCLC also collaborates on the scale of the Web, providing opportunities for collaboration and resource sharing built around a global user community. OCLC cooperatives are owned and managed by members. Librarians guide and shape our direction through a board of 16 members (more than half of them librarians) and a global council of librarians elected by librarians from regional councils of member libraries.

OCLC is led by representatives of member institutions using the service. They work together to share data, improve information services and, through their research, better connect libraries to the communities in which they serve. But they also work directly with thousands of individuals to create programs, research, solutions, and education that benefit all libraries, some of them working for these institutions and others not.

A great advantage of OCLC membership is the opportunity to elect representatives that reflect local and regional views on the issues facing libraries today. Member libraries are encouraged to speak directly with elected representatives by having a say in elected representatives and by actively participating in elections and membership meetings.

OCLC works with more than 400 organizations to increase library visibility, enhance new and better services for libraries, and increase efficiency. OCLC exchange date, workflows, applications with a variety of businesses and build partnerships that deliver value to OCLC members such as being contents partners with EBSCO, Cambridge University Press, Ebrary, or Springer.

Libraries are increasing the number of systems and services they use and integrate, from acquisition and e-resource management search and resource sharing. OCLC works with partners to build these applications to provide web services that enable greater selection, integration, and library service innovation.

Through partnerships with search engines, popular web sites, and learning management systems, WorldCat, the common collection of libraries, is presented on the Web to people around the world. By subscribing to OCLC Cataloging andMetadata and FirstSearch / WorldCat Discovery, collections appear on the site that initiated the investigation and can return searchers to the library. These partners generate over 10 million visits to library catalogs each year.

The OCLC library manages a huge amount of knowledge comprehensively. WorldCat data, shared together and shared, will be made easier for end users to see and access this information in partnership with the syndication program. Sharing these ideas creates connections both inside and outside the library, the community. It integrates thinkers and activists around a common purpose. It also helps researchers and learners leverage world knowledge to reach their goals.

WorldCat provides people with the ability to view library collections from anywhere in the world, giving them access to a wealth of information that is far more detailed than can be found by a basic Internet search. WorldCat plays an important role in getting library resources in front of people inside and outside the library from popular websites where people start searching. Librarians can add WorldCat records to existing catalogs and connect library users to library resources through FirstSearch, WorldCat Discovery and WorldCat.org.

OCLC Research accelerates and expands learning, innovation, and collaboration to advance libraries and library science. We conduct rigorous and detailed scrutiny of our library community and publish the results in free, available reports. Research Libraries can join the Research Libraries Partnership for a unique opportunity to work closely with their peers around the world.
