Drought is the most severe and the most limiting factor for rice production that the farmers in San Jose City face today. This greatly affects their harvest and thus, also affects their economic condition. Currently, their rice production systems rely on an ample water supply which make it more susceptible to drought. Average yield is reduced from 17% to 40% in severe drought years that leads to high production losses. Submergence due to frequent intense tropical storms is also becoming a major problem of the farmers that destroys 6% of the rice farmland in the Philippines.
SOLUTION:
Farmers need to combat the above issues by adopting new strategies. It is called the wetting and dryng technologies which would improve the use of irrigation water and increase the productivity. Compared to the usual production of rice under continuous flooding, the methane emissions will be reduced by 50%. The farmers would increase their income while at the same time being able to decrease the greenhouse emissions. Another is by the use of the waterproof gene of rice called Sub1A. It is a gene of rice that is resilient which can withstand climate change. Rice of this gene can survive being completely submerged for two weeks. Using this gene of rice minimizes crop loss due to floods and produces high yields. However, these actions to resolve such problems has implications for the farmers because it requires them additional expenses. Its additional cost may however be easily recovered and more benefits can be obtained in the long run.

Based on the latest Philippine census, the city has a population of 122,353 people in 23,191 households. Before the city was founded by the Spaniards, it is known as Kabaritan, named for the plant commonly seen in the area. With its wide plains, agriculture is the main source of livelihood in the city. It is part of the rice granary of the Philippines. But the agricultural produce of the city also includes vegetables, fruits and onions. It is now a leading producer of onions in the country.

BACKGROUND:
Nueva Ecija which is a province in Central Luzon is recognized as the "Rice Granary" of the Philippines because its total land area is used for agriculture that produces the country's food staple during the 20th century.
San Jose City is a part of the "Rice Granary" and agriculture is the main source of livelihood in the city. Lower production forecasts were noted in the Philippines in July 2014 to June 2015 due to problems of dry spells and floods. There has been an increase in the number of floods and drought while the water, soil and land resources continue to decline. In the Philippines, the annual mean temperatures are projected by 2100 to rise by 4.8 degrees Celsius, and will increase by 70 cm. in the global mean sea level. A decline in production from exporting countries greatly affects the global supplies that is demonstrated by the crisis in 2007/2008. Majority of the farmers in the city are small scale farmers (family farmers) which are the most vulnerable of the problem because it is already hard for them to produce capital in farming even on a normal situation. They find it hard to buy the best seeds, fertilizers, and etc,.because of the continuous increase in prices. The farmers face the challenge to continue farming despite high capital but low in returns. This challenge greatly affects them economically resulting to poverty that even gets worse in time.

Health information technology is a potentially good and essential way to address ethnic and socioeconomic imbalance in morbidity and mortality. This is important because 60% of deaths are considered preventable. The Health IT tools that includes patient portals, telemedicine models, electronic health records (EHRs), clinical decision support (CDS) systems, and new technologies may give health benefits to populations that confronts health imbalance, such as underserved rural populations and the socioeconomically disadvantaged. This is to enhance engagements of patients, promote patient safety, strengthen implementation of clinical guidelines and lessen adverse outcomes. Intervention using the IT tools targets to reduce the imbalance at the patient, clinician and health care system that is caused by the variations in hospital quality. This variation is a cause of high imbalance in morbidity and mortality. A multi prolonged approach to quality improvement is essential to lessen imbalances. Its method integrates patient factors like status, genetics and beliefs; community and neighborhood factors like housing and social networks; and clinician factors like implicit bias and knowledge; and system factors like access to high-quality care and health care institutions. However, since Health Information Technology (IHT) is the process of exchanging health information in an electronic environment, there is a great risk on the part of the patient. It could be a disadvantage of the system where there can be a risk of patient privacy violation. The risk would be dependent on the strength of the management of the system.
