Step one: ask students to put away
Step two: remind student of the rules and give a chance to self correct
step three: put the cell phone on the teacher desk/ white board rail for the duration of the instructional time and student can have back at work time
Step four: taken for duration of class but returned with a short discussion between teacher and student.

This would be daily rather then over a week.  If you have to do this every day with a specific student, jump from 2 to 4, rather than spending time with 3.  If a student fails to follow the rules or refuses to put their phone in "jail", then we get to the confiscation portion of the penalty phase.  
I think on this, with as wide of a staff, if there is more guidance and a plan, teachers might respond better? There needs to be specific wording in the policy - for example, all students must be INSIDE the room when the bell rings, OR all students must be in their assigned seat when the bell rings. If students arrive after 1 second after the bell rings they are TARDY.
