         <description><![CDATA[<div>Southern states wanted to count slave towards the House of Representatives so their state can have more votes but they didn’t want to count them towards determining each states share of taxes. So they made the 3/5 compromise which was that 5 African Americans would count as 3 whites. </div>]]></description>
