Bilingual Education Act-1968

This act was a revised edition to the original 1967 Bilingual Education Act. This act allows for a couple of things for not only bilingual students but the educational disadvantaged students. It introduced a poverty for these students. The original act in 1967 didn’t mandate schools to use the students home language, so this revised act allowed school to now have students use both home language and English in the classroom. Although, some schools do not have to and English was still the dominant language. This act is very important because it made students embrace their hone language and culture. If students are not allowed to use their home language, it can leads to language loss, and less confidence amongst the bilingual students when having conversations with peers.

California’s Proposition 227-1998

Californias ”English for the Children” (proposition 227) was put into initiative in an attempt to help students learn English at a quicker rate for students economic and employment opportunities. This was a very controversial proposition that passed because it mostly took away all bilingual classes besides a few. It was a one year fast passed and intensive class. There are different opinions on how this affected students. Most people argued that it hurt students academically in the future. I don’t feel like this does good for ML students as it takes away their right to choose their education that’s best for them.

No Child Left Behind-2001

No Child Left Behind was signed by President George W. Bush in 2001 in an attempt to make sure all children are being provided the best education possible. Its focus was to make sure teachers were highly qualified. It is known that the treatment towards bilingual students wasn’t fair, focusing on how they lack English verses focusing on what they can accomplish. NCLB focused on keep teachers, schools and the states accountable for all students achievements and failures. NCLB wasn’t good for bilingual students because they had to take the same reading, math and writing tests as English speaking students. After protests, they eventually were able to be excluded from it.

Common Core State Standards-2010

Common Core State Standards created by Barack Obama in 2010 was almost an addition to NCLB. It was standardized test in Math and English language arts. It essentially stated what students should know and when they should know it. It was something teachers had to know focus on to make sure their students understood certain topics by a certain point. This took a backlash from ELL students and teachers because the teachers felt it was too much to try to teach English and then add on a standardized test to these students. This made both teachers and students felt pressured which isn’t what ELL students need to deal with.

Every Students Succeeds Act-2015

The Every Student Succeeds Act ended up stopping the NCLB program. It highlighted the mistakes made from the No Child Left Behind Act. It looked at how the NCLB Act had testing that was too hard for all students, the timing wasn’t right and other issues were addressed. The Every Students Succeeds Act allows reachers to have different goal setting for individual students. There were other aspects to achievement rather than test scores. This was great for ELL students as it allowed teachers to request different assessments and goals for students with lower English proficiency.
