They can help policy makers retain a sense of agency &amp; commitment to systemic change in the face of urgency that is coming from a set of compound crises. But pursuit of more systemic ways of policy design stands in contrast to more linear, predictable and siloed ways of operating that dominate much of the public &amp; development sector. Doing this requires strong leadership &amp; commitment to navigate legacies of more hierarchical ways of operating in bureaucracies, creating political space to pursue long term change in face of tackling short term emergencies. In this session we will hear insights from two policy makers about their experience of deploying system &amp; portfolio approaches, specifically: What prompted the government to begin experimenting with different policy design approaches? How has the process allowed bringing together different city departments or ministries around a common intent? What tensions have arisen and how have these been tackled?What are the different insights that have emerged from applying a systems lens to the complex development challenges the government partners are working on?<br><br><strong>Key Takeaways</strong><br>"Leadership is key. need to find the right champion who has the experience and willingness.
