The city is named after George Washington, the founding father and first president of the United States, and the federal district is named after Columbia, a female personification of the nation. As the seat of the federal government of the United States and several international organizations, the city is an important political capital of the world. It is one of the most visited cities in the United States, with over 20 million visitors in 2016. The United States Constitution provides for a federal district under the exclusive jurisdiction of Congress; therefore the district is not part of any state it is one and the same. The signing of the Residence Act on July 16, 1790 approved the creation of a district of the capital located along the Potomac River near the east coast of the country. The city of Washington was founded in 1791 as a national capital and Congress held its first session in 1800. In 1801, the territory formerly part of Maryland and Virginia was recognized as a federal district. In 1846, Congress returned the land originally ceded by Virginia, including the city of Alexandria; in 1871 he created a single municipal government for the remaining portion of the district.
