         <description><![CDATA[<div>Regarding diversity and normalization... we have considered and implemented retention in the lower grades (grade K and 1) in the last 10 years, and so I'd say based on that, we do want students to have mastered certain skills before letting them move on to a grade that we know they are not yet ready for.</div>]]></description>
