Summary- North Korea had been creating and stocking up on weaponry for no particular reason but still made many countries be cautious when reaching an agreement with them since they are loading up with weapons, this is a prime example of textbook militarism. Militarism is when a country stockpiles weaponry and is ready to strike aggressively whenever they feel the time is right. Recently north korea had come to an agreement in which they would stop stockpiling weapons unnecessarily.

Kim wants assurances that the U.S. will not seek regime change, and hopes to develop his economy

a real and lasting peace between the rival Koreas would mean less risk of another war far from home

the possibility of reducing an expensive military footprint in South Korea.

that means there’s less of a reason for a U.S. presence on the Korean Peninsula. 

That would benefit both China, the number one trading partner of both South and North Korea, and Russia, the North’s second-largest trading partner

World Reaction- North Korea was unnecessarily stockpiling  weapons. Seeing this the world reached an agreement with North Korea to put an end to the act of stockpiling weapons for no reason.
