These were very weak because their too little power being held by the government and there was no court to have this handled in. They tried ratifying the Articles of Confederation by calling the thirteen states to come help ratify the Articles of Confederation, but most states did not end up going. So they ended up creating the Declaration of Independence. The weaknesses effected the the government because with no president there is no one specific person in charge which makes it hard to create new laws.
