This subject has always interested me and the fact that you brought up Snowden just made everything better. I honestly think that the topic you mentioned about how hackers are not as interested in random people's personal info, so the government does not care as much, is so crazy. I really doubt that hackers are that uninterested, and if the government really cared that much about their citizens I feel like they could put a bit more effort into protecting them (maybe they could take a bit of $$ from the $800B military budget?).
