So this would be one of the main pieces of evidence that shows this was a crime. Im sure the structural engineers told the men hat there were multiple safety hazardous on this floor alone and they still were not fixed due to saving money on costs. This shows all factors to what went wrong on this floor alone.

There were five factors that mainly cause this fire. One wicker baskets full of scraps easy ignition source. Two Oily floors which should be cleaned and this is the business owners responsibility. Three Flammable buckets of oil which allowed the fire to get out of control. Four No sprinkler system which wouldn't have even allowed the fire to start and Five locked door to the stairwell.

Also there here is a quote stating the common knowledge and damage that factory fires caused so often back then. " It has long been known that there are many more fires in the cities of the United States than in the cities of the same size in Europe. There the fires are not only less frequent, but are also far less destructive. In this country fires occur almost hourly in which large amounts of property are destroyed and lives are lost."

In conclusion the factory owners Max Blanck and Issac Harris were at the very least conscious of all the risks that they were taking and the possibility of a fire happening and still allowed the malpractice showed to continue and as such I think they have easily shown themselves deemable to be criminals that took advantage of poor immigrants.
