Bernardo claimed that his intention was to submit the affidavit with “full and absolute consent” to provide relevant evidence for the ongoing probe against the corrupt officials and to ultimately be admitted to the Witness Protection Program, to which former Senate President Chiz Escudero junked by stating he is “free from corruption” based on his 27-year service, followed by Senator Nancy Binay who condemned the accusations.

It can be recalled that ex-DPWH engineers Henry Alcantara, Brice Hernandez and Jaypee Mendoza, along with contractor couple Curlee and Sarah Discaya are now officially “protected witnesses”, which urged the undersecretary to reveal further information.

“I will disclose and expound on related incidents within my personal knowledge…I attest and confirm that the names, dates, and transactions mentioned here are based on my direct knowledge and have ample documentary support,” Bernardo stated.

He started by unveiling the “20/20/20/40” scheme shares of former engineers Henry Alcantara, Brice Hernandez, Jaypee Mendoza and Arjay Domasig. He later claimed that after the State of the Nation Address (SONA) of President Ferdinand “Bong Bong” Marcos Jr., in July 2025, the four were encouraged in contracting activities under the licenses of other contractors, which Hernandez confirmed at a previous hearing.

Bernardo further mentioned, “According to Hernandez, their sharing is 20/20/20/40 percent. My understanding is that they prepared and signed documents for purposes of collecting payments which they then apportioned the profits among themselves.”

He added that he had no knowledge nor participation in the activities, which were done by the four ex-engineers on their own.

The undersecretary then proceeded to tackle the issues and connections of the officials in the ‘ghost’ flood control projects. He started with — as confirmed by Secretary Manuel Bonoan — claiming that Alcantara denied any involvement, saying that he (Alcantara) even convened and confronted them (other engineers) about the projects — pointing fingers by quoting Henry saying “Si Brice po yan.”

Bernardo dived deeper by claiming that Ako Bicol Partylist Rep. Elizaldy “Zaldy” Co asked him to reach Alcantara to work together. Henry then called Roberto, saying Co asked for 25% commission — wherein 2% was to be shared between them. Bernardo quoted Alcantara, saying “Boss, hati na tayo sa 2%”. Roberto also revealed that Henry personally delivers cash to Co before.

Escudero was the next to be named by Bernardo, saying that the ex-senate president received 20% of the 800 million budget (about 160 M) from Maynard Ngu — who worked with Chiz and contacted Bernardo regarding the acquisition of the corrupt shares. The undersecretary also quoted Chiz saying, “Okay na ang 20%” to Maynard.

In a Facebook post, Escudero defended himself by saying, “I vehemently deny the malicious allegations and innuendos made by former DPWH Usec. Roberto Bernardo…I will prove that he is lying about my alleged involvement… I believe that when all the facts are revealed, my name and my service will remain untarnished.”

Bernardo also mentioned Usec. Trygve L. Olaivar, who previously worked for Senator Ramon “Bong” Revilla. According to Bernardo, Olaivar contacted and requested him to submit a list of projects. Alcantara stepped in and submitted the list which was worth P2.85 billion. Olaivar stated that the commitment is 15% which in his words was, “Boss, kinse yan”. Afterwards, the DPWH received a special allotment order for the two billion-worth listed projects.

The last two individuals that Bernardo named were Sen. Revilla, who, according to his claims, asked for commitment and approved at 25% of the projects. Sen. Binay was the last person he mentioned, who called and asked for a commitment of 15%.

Nancy also shared her disapproval of the allegations, saying “Nagugulat at nalulungkot ako na dinadamay ako sa mga anomalya ng DPWH. Walang katotohanan ang mga bintang sa akin.”

After Bernardo read his affidavit, Department of Justice (DOJ) Secretary Jesus Crispin Remulla called to examine the testimonies. He said, “We will have to evaluate the statements in relation to the old, other testimonies we have gathered in the DOJ and the Blue Ribbon Committee”.
