Bruno's mother would be too unsure and hesitant to attempt to convince her husband to stay in Berlin because she's so accustomed to him making all the decisions for them.

I know enough about this time period to know that anyone who defied orders from the Führer would be punished. So even if Bruno's mother tried to persuade his father to let them stay, and even if he wanted to, Bruno's father couldn't say no to his orders, regardless of how miserable this choice would make his family.
