What Sarah means by this is that her as her dad shot Jerome he didn't see him as a 12 year old boy. He saw him as a black person in a bad neighborhood. The reason that Officer Moore (Jerome's killer) is telling lies is because he was afraid that because Jerome looked different he was a threat. Jerome thinks that the two worlds - rich and poor, black and white - separate people unfairly.
