         <description><![CDATA[<p>The Education for All Handicapped Children Act of 1975 states that all children with disabilities between the ages of five and twenty-one must receive a "free appropriate public education" (known as FAPE) from public schools. In 1988, it was changed from five years old to three years old. This act mandated for schools to create an IEP (individualized education program) for each kid that specifies the special education and related services they are needing. It encouraged inclusion in the least restrictive environment, included parents in educational decision-making, and provided legal protections. </p><p><br/></p>]]></description>

         <description><![CDATA[<p>The Individuals with Disabilities Education Act (IDEA, 1990) was reauthorized and the original name of Education of All Handicapped Children Act was replaced. By referring to students with special needs using "person-first" terminology. For example, "students with disabilities" instead of "handicapped students". It required that students with disabilities "to the maximum extent appropriate, be educated with children without disabilities--in the same class s/he would have been but for the disability." (20 U.S.C. 1400 § 612(a)(5)). FAPE is also required. </p>]]></description>

         <description><![CDATA[<p>The 1997 Reauthorization of IDEA was further defined to give students with disabilities access to the general education curriculum. This allowed school systems to establish mediation as an alternative to a due process hearing, authorized more grants for technology, and enlarged the definition of disability to include "developmentally delayed" individuals between the ages of 3 and 9 without the need to attach a specific condition. </p>]]></description>
