It is an aspiration, to be taken as advice. The phrase comes from when workers in the industrial revolution were sick of having to work long hours. A portfolio is a considered collection, its not just every sketch you did for 4 weeks! You want to select the most important sketches, or maybe even re-draw diagrams so that they are portfolio and presentation quality. Each page should communicate something about your project, which helps us understand why you have designed it that way. Remember you are not going to be there when the portfolio is marked.

Think of the text as more annotation, and captions, than large blocks of writing.

You must consider the professionalism of this document. Unless you have very neat handwriting, then use the computer to type up your text. Careful with the file size, it can be no greater than 100MB. You wont be able to upload a larger file!
While there is no limit on number of pages.
