It was a group decision to make because it affected every one else too. He decided to include others in the decision because it greatly affected others around him. Alternative decisions that he could have made was to not stop smoking but that would be a dumb decision to make, it was pretty obvious what to choose.

Also, making decisions as a group is usually better for making good decisions, but if you need to decide on something quickly, it would be better to do that solo.
