The conference was held in Berlin between Nov. 15, 1884 and Nov. 26, 1885. The Berlin Conference did not provide any say for the people of Africa over the partitioning of their homelands. As a result, these governments wanted to protect their commercial interests in Africa so they began to send scouts to secure treaties from indigenous people. This caused conflict between European powers, so Great Britain, France, Germany, Portugal, and King Leopold II negotiated their claims of African territory.
