In China, better policies and better law enforcement will possibly lower the population because have been ignoring the one child policy. In addition, people have been able to get around the policy because of China's preference for boys. This made the Chinese government enforce the "daughter-only-household" policy. This policy allowed people who had a daughter first to have a second child. With better policies and law enforcement, people would not be able to get around the already enforced laws.
