Even domestically, courts have often interpreted NAGPRA restrictively, with little understanding of Native American cultures.

The statute’s lack of extraterritorial reach renders it once again merely moral support in arguments for
repatriation of cultural items held outside of the United States. 

NAGPRA is both a human rights law and a cultural heritage law. Through NAGPRA, Congress acknowledged that human remains and other cultural items in holdings or collections or removed from federal or tribal lands belong to lineal descendants, Indian Tribes, and Native Hawaiian organizations. The law opened paths for museums, federal agencies, and Native Americans to work together to identify and return human remains and funerary objects to their communities of origin.

People are conflicted because there is proof it is not as effective as it appears even with all the statistics, Because legally it actually doesn't have much reach into other territories. Has it done some good?
