For example, zero-based budgeting which is a method of budgeting where all expenses must be justified for each new period. 

Budgetary Slack is overestimating expenses or understimating sales. This can be unintentional or intentional. Intentional is when a manager wants to create breathing room in the budget in order to meet it. Unintentional if there is for example, a new product and you can't know their expected sales.
