Answer :

a) Every early new semester coming.

b) To add or drop the registered subject for early semester.

c) Can improve the record for both lecturer and students side. And one more benefits is can ensures accurate tracking of student data , course availability and also the timetable.

d) The system can be high traffic that can cause crashes or slow response during the course registration in early semester. Second weaknesses, is students cannot re-schedules the timetable or change the course time in the timetable if it clashing with other classes.
