Some countries have limits on personal freedoms/civil liberties, participation in government, or do not have equal treatment of minorities, which are qualities of substantive democracies.</div>]]></description>

There is no nation that can completely represent the will of the people without a minority going unrepresented. In a system where the majority rules 49% of the population go unhappy.</div>]]></description>

         <description><![CDATA[<div>I do agree with the authors in their claim that no country has achieved complete or perfect substantive democracy. No one country let's all of their citizens have a vote or have a say in their government, even the US. No one country gives all of their citizens their civil rights and liberties. However, there may never be a 100% perfect substantive democracy. </div>]]></description>

         <description><![CDATA[<div>I agree with the authors because no country has implemented a perfect democracy. No country allows all of their citizens to have proper say in their government or 100% freedom. (in reference to everyone having the complete freedom of their civil liberties) I doubt that there will ever be a country that will achieve a perfect democracy. </div>]]></description>

Many countries still have troubles dealing with power struggles that forces governmental action and don't always consult the people. Plus, "true democracy" is a direct democracy, and most democracies don't even function in that manner.</div>]]></description>

         <description><![CDATA[<div>I agree with the authors of the Democratization briefing in their statement that no country has achieved true democracy, because while all citizens are allowed to vote, civil liberties of minorities and anyone that is not the rich are infringed upon. In most developed countries with free elections, only people with money and influence can run in elections and win. It is almost a pseudo-oligarchy that does not give every citizen an equal say in their own government.</div>]]></description>

No matter where you are there will always be people who have been systematically disaffected.  (take discriminatory voter ID laws for example) and there will always be a certain amount of corruption in any type of government. </div>]]></description>

Every example of a country that has a democracy will also contain a flaw or societal shift from the proper functioning system of a democracy. I believe human nature will always spawn corruption to hinder the abilities to perfect leadership in any form, democracies being no exception. </div>]]></description>

For example, equal treatment of minorities in particular is still a major issue. Minorities are often underrepresented or even ignored, leading to favoring of the majority.</div>]]></description>

         <description><![CDATA[<div>I agree that no country has achieved a perfect substantive democracy, and doubt that any government will acquire one in the future. Blurred lines and mixed interpretations of the definition of true democracy prevent countries from fulfilling those roles. There are also disparities in civil liberties among different groups and major corruption in voting systems (such as gerrymandering). Countries of increasing populations with dissenting opinions make "perfect democracies" increasingly more impossible.</div>]]></description>

         <description><![CDATA[<div>I do agree that no nation has achieved true democracy because "true democracy" is merely a textbook definition. Most countries have fair elections but some most are overrun with corruption or the elected take away freedoms. In addition, actually implementing laws for equality is complicated because of risking political support from citizens. There is always a trend that when progression arises so does conservationism (ex. Civil Rights era then Reagan, Obama and then Trump).<br>Another problem is political socialization and political efficacy. With socialization, people who are privileged don't see the inequalities that still exist so it is important to educate about social issues. With efficacy, many people who may be democratic in a historically red state will not vote because they believe that their vote means nothing and the government doesn't care. The biggest proof of this was the Alabama senate race that showed when more minorities were encouraged to vote (and most are Democrats), they flipped the seat to a Democrat. </div>]]></description>

While many countries have successfully carried out many aspects of a substantive democracy, all face challenges in the full implementation of a substantive democracy. I believe that it is highly unlikely that a complete substantive democracy will ever be efficiently executed, as all countries experience flaws and changes throughout time that require a constant adaptation of government.<br><br></div>]]></description>
