Air-conditioning is the number one way to protect yourself against heat related illness and death. The community can help in providing public places with air conditioning. Check on a friend or neighbor if they are experiencing heat related issues. If somebody is sick, the community can provide emergency health response.
-What bigger actions must be taken?
Maybe the government can provide water supplies to the public so they can stay hydrated. They can invest in air conditioned public places. The local news should inform the public of health and safety updates.
reference:https://www.cdc.gov/nceh/features/extremeheat/index.html

- What solutions or changes can be done to survive in very hot cities?
Cities and governments can implement urban vegetation (e.g. trees) planting projects and green city initiatives. These vegetation not only produces shade which reduces the surface temperature of the ground but can help with pollution and climate change. To keep citizens cool, new technologies opt for greener alternatives that use fewer refrigerants and electricity. One of these alternatives is that there is a central water cooling that pumps cold water to malls, establishments, etc. Singapore is slowly adopting this technology.

- What can a community do to live comfortably despite the heat?
For the community to stay comfortable in the heat, communities should stack up on essential needs like water, food, and OTC medicines. Communities should also have proper cooling devices like an electric fan or an air conditioner.

- What bigger actions must be taken?
Governments should take action on climate change. As our climate warms, our cities will continue to warm up also. The fatalities of heatstroke, natural disasters, and displacement from coastal communities will continue to trend upwards. Countries should shift to cleaner energy, encourage public transport, pass green city projects, continue climate change diplomatic talks, etc.

References:
https://www.theguardian.com/cities/2018/aug/15/what-heat-proof-city-look-like
https://www.bloomberg.com/news/features/2020-06-08/singapore-finds-a-way-to-make-air-conditioners-greener
