He was born on October 14, 1644. In 1681 King Charles ll handed over a large piece of land in America to Penn for the debt he owed to William’s father. Penn formed a democratic government with the freedom of religion, fair trials, elected representatives of the people in power, and a separation of powers. He had good a good relationship with King Charles ll. Penn called the area Sylvania, and then King Charles ll changed it to Pennsylvania to honor Williams father. Pennsylvania had rapid growth but never resulted in a profit for Penn.
