Lower cities produce food for higer cities and city states. The best and most important cities are right by big sources of water.  This is because those cities can use the water to drink and most importantly trade. In the map below are mesopotamian cities. Of these Babylon has the best location because it is between the Tigris and Euphrates rivers which, are good for trading and transportation. They also connect to the persian gulf.
