Current rubric is way too general and does not allow for accurate assessment of students' abilities. At the same time, what exactly are we assessing? I feel second attempts boost marks to something that is not indicative of the students' actual speaking abilities. Averaging helps to an extent, but the score were still higher than perhaps they should have been.
