Consider adding to A3 a reference to tweaking/tailored to community or audience as needed, e.g. Assure education and technical assistance are provided for prevention, abatement, and compliance, tailored to the audience/community, or refer as appropriate. That may be too long, but educ especially needs to fit the audience/community in order to be effectie.
