The Children's Internet Protection Act, or the CIPA is a law that requires all schools and school libraries to block and filter internet access to child pornographic material, obscene material, and material considered harmful to minors in order to receive funding or discounted prices for internet access. The law was passed by Congress in December 2000, signed by President Clinton as a law also in December 2000, and went into effect on April 20, 2001.
The CIPA was instituted to ensure that students were not being introduced to or allowed to search inappropriate material on school computers or school library computers. The government wanted all schools to comply with the law, which is why they would not fund internet access to a school until the school showed proof of blocking and filtering their material. The implication of this law is helping to make sure that students do not encounter harmful or inappropriate material in areas of the internet such as chat rooms with strangers, email with strangers and any other form of internet communication.

It is important to remember that when you are interacting with someone on the internet, that there is a real person on the other end. You need to be sure that you are respectful, responding with knowledge of a specific topic, not offensive towards any one or group of people, and think before you type. Of course, we all own the right to freedom of speech but an important aspect of netiquette is remembering that all internet users are real people.

Just like real life, people like their privacy and chose what to make public and what not to make public. The same principle goes for the internet. Be sure that you ask permission before posting a photo, video, email address, job title etc. on the internet and making it public knowledge. Information that you posted can be seen by anyone and everyone so it is vital that you understand that something you might be okay with being posted online may not be okay with someone else. Respect people's privacy.

It is important for one to realize that the power they hold in real life and even on the internet could be higher than someone else. No one should feel the need to abuse the power they hold on the internet. For example, a system administrator who checks on the operation of computer systems for a company should not be looking at an employees personal, private emails. That is an abuse of power that would be considered improper netiquette.

It is so easy to open up a laptop, search something on Google, click on any link that interests you to the point where you eventually are completely off topic from where you started and end up in an area of the internet that is completely new to you that you may not have know existed. If you ever find yourself in this situation, it is okay to stay, but you should take time to understand what people are doing, what they stand for, how they act in this specific domain to ensure that you do not disrespect a group of people who are passionate about the area of the internet you have found.

One of the important rules of netiquette is to realize that there are people out there who don't follow the rules of netiquette or don't know what netiquette is. The best thing to do in this situation is to ignore them and do not go down to their level.

The most common Digital Law that is broken among young people would be acquiring music without paying for it. Young people have figured out ways to download music off the internet and listen to it for free. When they are caught doing this, they must pay a fine and, in some case, they are sent to jail.

Another incriminating act that breaks Digital Law is hacking. There are people on the internet who are highly knowledgable in technology, computers, software systems etc. and they are able to hack their way into someone else's computer, personal files, social media etc. Anyone who participates in this act is breaking Digital Law.

This is the act of violating a copyright owner's exclusive rights that are granted by the federal Copyright Act.

For young students in about 1st to 2nd grade, a teacher could use an interactive activity with his or her students. A teacher can first start off by asking for volunteers to say what it means to be nice, respectful, kind etc. The teacher can then proceed to ask his or her students when they feel they should be nice, respectful, kind etc. If a student says "the internet," then the teacher can go and ask the rest of the class why the student is right. If a student doesn't say "the internet," then the teacher should give an introduction about netiquette and explain why "the internet" would be a correct answer. After that, the teacher can go into a lesson about netiquette and show videos about proper netiquette. To be sure that the children grasped the concept, a teacher can give out a worksheet, or make a Smart Board activity about Netiquette and walk around to assess the students' progress and understanding of the lesson.

A lesson idea for teaching Digital Law could start off with a lecture about what Digital Law is. After the teacher is sure that the students have grasped the basic concepts of Digital Law and are given some examples of Digital Law, the teacher can give them a worksheet that requires the students to match an example of how Digital Law is broken to the explanation of what a person does on the internet when they actually break the Digital Law. The worksheet does not have to be graded for correct answers, it could just count towards participation. However, the teacher should be sure to note how well or how not well the students did and take that into account.
