Mechanical engineers often have an intended audience of a company that has a structural issue, and they may create a project report as a marketing strategy to get hired to solve the problem. A project report has a specific audience each time, varying a bit each time. A mechanical engineer also can make a project report for another engineer, whether mechanical or not. A constraint is a problem at hand. If an engineer is creating a project report on a design for a chair design, the constraint would be that it needs to support a human. Another constraint is that it needs to look appealing to people. several things can get in the way of an engineer's project report, even a due date. A constraint is not always a negative attribute to a paper.
