It would be better to take down Germany, for they occupy a lot of Russia. If Russia falls the war is as good as lost. Taking down the Germans also means we don't have to protect the middle east as much because the majority of the Axis Powers is controlled by Germany. If the Middle East falls, then the Germans can meet up with Japan and combine their army's and make them stronger. The Middle East also has a lot of natural resources which would fuel the even larger army in the war.
