In the article the claim is that in fact suspending kids does not seem to work for the good. They support this claim by stating that these out of school suspensions tend to exacerbate the problem and even cause academic behaviors. They also say that these suspensions don't really feel like a punishment seeing that the student basically gets a free day off of school that they probably don't want to attend anyway.
