So is there a relationship

There is definitely a increase in the homeless rate but not a linear one. Around one in every 465 people in metro areas with populations over 2,000,000 was homeless compared to one in every 655 for small, and about one in every 725 for medium. The fact that the median and mean was lower for medium sized metro areas than small metro areas proves that the relationship is not linear and makes it very hard to draw a line of best fit.
