         <description><![CDATA[<ul><li>Written mainly by James Madison.</li><li>Clearly designed to replace the Articles of Confederation, instead of revising them. </li><li>Called for a gov. of 3 branches:</li><li>Legislative: make laws </li><li>Executive: carry out the laws</li><li>Judicial: interpret the laws</li><li>Bicameral: made up of 2 houses, as in a bicameral legislature. <br><strong>It proposed that the representation in both houses should be based on the population of each state.</strong></li><li>States with larger population will have and get more representatives, causing more influence, than states w/ small popu. </li><li>Thoughts of the people: </li><li>It gave too much power to the national government.</li><li>They opposed a bicameral legislature.</li><li>Smaller states didn't like the idea that their representation in congress being tied to population.</li><li>Failed</li></ul><div><br></div>]]></description>
