• In 2017 it was reported that there were 125,000 legally resgitered beds in hotels and tourists aparment + 50,000 ilegal beds.

• High demand for tourist accommodations, wich opened several opportunities for rents; aparments,rooms,air bnb's. 

• Increase in prices: Many local residents cannot afford the increases; “affecting not only residents’ quality of life, but their very ability to live in the area.” (Mayor of Barcelona)

• Autorities reported various issues ranging from overcrowding of people,tension threw the streets, the loss of identities,theft, and antisocial behaviours.

The Right to Housing

• Current Situation: Public housing in Barcelona is limited (less than 2%) 

• Previous Effort: The Plan to Fight Homelessness; Aimed to provide 150 homes using the Housing First model but did not meet this goal.

• Idea: Increase access to public housing for homeless people and create clear housing programs custom-designed to their needs and situations.

Create 'Organic Health Teams;

• Current Approach: Mental health professionals are deployed and  already visit people on the streets in Barcelona.

• Idea: Expand this approach to include general health professionals who visit homeless people directly in a more effective manner..

• Direct Measures: Develop regulations managing the  security of individuals to make sure people are not discharged without a securing place to stay
