         <description><![CDATA[<ol><li><p>The Voting Rights Act seeks to fix problems such as literacy tests. It did this using several sections. </p><ol><li><p>Section 2 banned racial discrimination, and other parts said literacy tests were illegal.</p></li><li><p>Section 5 identified certain states or local governments with a history of voter discrimination and labeled them as "covered for   pre-clearance."</p></li><li><p>They decided to use Section 4b for coverage of the preclearance.</p></li></ol><p>All these laws helped fix the problems that the Voting Rights Act sought to resolve.</p></li><li><p>Because of the law, the number of African Americans registered to vote in the last five years was almost the number of votes by African Americans in the previous century. </p></li></ol>]]></description>

As a result of the law's passage, almost as many African Americans registered to vote in the 5 years after the law passed than in the entire century.
