- does not have 3 branches of government; only 1 branch... there was no separation of power; everything was controlled by one thing...
- if each state had one vote; the power is absolute in one body... limits separation of power... weakness is that large states are under represented and small states were over represented...
-it was harder to pass laws and get amendments . It’s not open to change or flexibility... made it almost impossible to make changes. Lack of flexibility
- could not levy direct taxes , could only ask states for contributions
-no army - had to rely on state militias for defense
-could not regulate interstate and foreign trade
-could not levy tariffs on import and exports
-get 9 states to agree to a law and all 13 to amend the Articles
-13 different currencys ...

unpaid war debts
-financial: most war debts were unpaid and states issued worthless paper money. Congress had to request donations from states to meet national needs. Merchants and farmers want to be compensated for there bonds. They want to be paid back. Meanwhile we owe France millions as well. And they still had to pay the Army..
Foreign: European nations had little respect for a new nation that could neither pay its debts nor take effective and united action in a crisis. Britain and Spain were threatening to take advantage.
-Domestic: states were squabbling with each other over the thirteen different currencies; erecting trade berries; and unable to suppress popular protests.
-“Newburgh Conspiracy” : 1783 : Treaty of Paris which ended the Revolutionary War ... British still had troops in NY.. so the continual army were in Newburg ... they don’t have any money and they want to go home.. so some of the colonists conspired .. (rumer but is real) so there plan was to elect a new leader and march the army to Philadelphia to demand there money.. George Washington here these rumers “ my eyes are weary from years of service ..”
• debt .. we owe money to Britian .
And the French .
-Summer of 1786 in Massachusetts: Shay’s rebellion..
farmers from the western portion led by Captian Daniel Shay ,.. uprising was over high state taxes, imprisonment for debt, and lack of paper money .. lack on institutional response to uprising...
-confederation congress was unable to prevent and appeared helpless and ineffective... alarmed many nationalist and spurred call for meeting to reform the Articles.
