         <description><![CDATA[<div>Andrew:&nbsp;<br>In terms of the response, it was helpful to talk to other jurisdictions about business licenses, and keeping consistency throughout the cities within Clark County. They had individuals from state OSHA which helped answer questions they had.</div>]]></description>

         <description><![CDATA[<div>Andrew:<br>The novelty of what was being asked for them to do. They had to try to enforce directives in which some businesses could not and did not cooperate. It was hard to physically tell business they could not operate. They had to try to restructure the consequences so they were not immediately fining the businesses.</div>]]></description>

         <description><![CDATA[<div>Mike:<br>Communication. Their electronic platform did not have an easy way to gain contacts when they needed to reach out to people. They are currently implementing a new system which will make it easier. They did not have solid answers early on.&nbsp;<br>Tori:<br>The complete lack of PPE for inspectors and the ability to keep them safe during inspections, and following OSHA guidelines for safety. They were not initially a part of the licensing group so they were functioning on their own initially.&nbsp;<br>Darcy:<br>Not getting answers from the State fast enough (having to speculate on what directives meant) we would meet as a group and try to best have a common understanding on how we thought it should be enforced<br>2. Politics&nbsp;<br>3. Pushback from the community&nbsp;<br>4. Insufficient staffing levels<br>5. Clear understanding of who was in charge “who the leader was”<br>Joni:<br>We had the same PPE problem - even asking individuals for whatever they had at home for our first responders.<br><br><br><br></div>]]></description>

         <description><![CDATA[<div>Darcy:<br>We had just sent a lot of people home (furloughed), but then we had to bring people back as things started opening.&nbsp; Staff was feeling insecure about jobs and then insecure about being out in the community<br>Mike:<br>The governor's directives and implementing those directives.&nbsp;<br>Tori:<br>The fact that the directives were changing frequently was difficult and industry specific directives that were changing and they were unclear.&nbsp;<br>Minerva:<br>1. Different directions from leadership (City Management, Mayor, Clark County, Governor, Commissioners…)<br>2. Local entities all had to speak to Clark County then they would meet with the Health Advisory Council then the Mitigation Task Force would review to get answer to get back to the community (too many layers which caused unnecessary delays)<br><br></div>]]></description>

         <description><![CDATA[<div>Mike:<br>They did a lot of cross-functional support until they were able to hire more part-time workers. They were able to more resources around.<br>Minerva:<br>1. Delayed communication&nbsp;<br>2. A requirement to meet certain standards, initially we did not have the staffing, funding or resources to meet the required field inspections. We had to repurpose employees and eventually hired part-time employees to meet the standards.<br>Tori:<br>Staffing was an issue because they were asked to do observations and enforcement.&nbsp; Staff became overwhelmed and were working overtime. The city did not experience early buyout of workers.&nbsp;<br>Joni:<br>We are still experiencing some accounting and due-date issues that we implemented during the shutdown. Going back to what businesses were deemed essential and non-essential businesses.<br><br><br></div>]]></description>

         <description><![CDATA[<div>Minerva:<br>It should be up to the local jurisdiction to determine the standards for compliance checks. The requirement imposed for field inspections ended up with the same inspectors going to the same business several times a week to verify compliance which felt wasteful, redundant, and the businesses felt harassed and imposed on since every single time they were found in compliance.<br>Brian:<br>Throughout the last couple of months, there were so many direct questions that would be unanswered by the county. They were dealing with the day to day, but they were being ignored, and it caused problems throughout. It was unclear on some directives, and inconsistency on following through with them.&nbsp;<br>Mike:<br>Software. Getting something that is more specific to business licenses.&nbsp;<br>Tori:<br>Governors directives had authority coming from him, but it changed to county. That created a lot of inconsistencies between how things are being enforced.&nbsp;<br>Joni:<br>With regard to accounting issues, gaming regulations and how they handled concessions was confusing making it difficult to implement our own concessions. The regulations of Gaming and OSHA made it difficult for our Enforcement personnel to give information to the businesses - as they were not infectious disease&nbsp; experts.<br><br></div>]]></description>

         <description><![CDATA[<div>Mike:<br>Everything was conducted in person. Early on when directives changed, they hand delivered paper copies to the businesses whenever directives changed. They tried to be there as a partner and were there for them as in person communication. Early on, coding enforcement helped them until they were able to hire more people.&nbsp;<br>Tori:<br>We provided technical assistance to businesses and provided templates for reopening plans.<br><br></div>]]></description>

         <description><![CDATA[<div>Tori:<br>Thankful for the county working group as it was helpful to talk to people with similar issues.&nbsp;<br>Joni:<br>It was very helpful to work with the local jurisdictions in Southern Nevada.&nbsp; Our issues down here are much different than up North and the rural areas.&nbsp; I think we communicated very well in that area.<br><br></div>]]></description>
