There is a global crisis of refugee. 65.6 million people were displaced by persecution, conflict, violence, and human rights violations in 2016. 51% of refugees were childeren under the age of 18 in 2016. 20 people per minute on average were forced to flee in 2016.

North Korean refugees (defectors), since the division of Korea after World War II and the end of the Korean War (1950-1953), some North Koreans have managed to defect for political, ideological, religious, economic or personal reasons.         
Even though the number of North Korean defectors reached its peak in 1998 and 1999, the estimated population is believed to have declined since then. Some main reasons for the falling number of defectors especially since 2000 are strict border patrols and inspections, forced deportations, and rising cost for defection.
