Public places might have been a bit more segregated than today as there were not as many minorities and not as many rights exercised as we are aware of today.  School was a place that operated very similar as today.  There was probably a HIGHER authority level given to teachers and administrators and there were certainly few of these authorities doing the jobs.  Also the schools and public places were much more open without security concerns that exist today" -TLS
