         <description><![CDATA[<div>-1890- Sears catalogue gave a small amount of cocaine and a syringe at $1.50. (at time is was not outlawed).&nbsp;<br>First act to levy taxes on morphine and opium took place in 1890.&nbsp;<br>- 1909: Smoking Opium Exclusion Act banned the possession, importation, and use of opium for smoking. However, opium could still be used as a medication. First real drug that the government tried to ban.&nbsp;<br>-1914: Harrison Act regulated and taxed the production, importation, and distribution of opiates and cocaine. Government has full control of the distribution of drugs.&nbsp;<br>-1919 the 18th amendment was ratified...banned distribution,selling, and buying of alcohol.&nbsp;<br>21st Amendment:&nbsp; brought back alcohol.&nbsp;<br>Volstead Act: guidelines on how to enforce Prohibition.&nbsp;<br>1937: Marijuana Tax Act placed a tax on the selling of weed introduced by North Carolina. Did not criminalize possession and&nbsp; included very strong penalties if the tax was not paid.&nbsp;<br>1970: Controlled Substance Act-regulated most drugs and substance. Created 5 schedules for drugs. (1 is the worst)&nbsp;<br>1971: Nixon declares the war on drugs.&nbsp;<br>1973: Nixon created the Drug Enforcement Administration (DEA). Controlled smuggling and drug use in the US.&nbsp;<br>&nbsp;- 11 states decriminalized marijuana </div>]]></description>

         <description><![CDATA[<div>Carter: - First year in office the Senate voted to decriminalize up to an ounce of marijuana.<br>- Campaigned that he was going to end it.&nbsp;<br><br>&nbsp;-1984 his wife made the "Just Say No" campaign which educated children on the dangers of drug use.<br>-1986 Congress passed the Anti-Drug Abuse Act: mandatory minimum prison&nbsp; sentences for certain drugs.&nbsp;<br>- FSA (2010): reduced the discrepancy between crack &amp; powder cocaine. </div>]]></description>

         <description><![CDATA[<div>2016: 64,000 overdose deaths.&nbsp;<br>2014: overdoses increase to 145 Americans a day.<br>-in 6 years 16 out of 100,000 people jumped to 100,000 in 1999.&nbsp;<br>- Death rate from overdoses in rural areas now outpace the rate in large metropolitan areas.<br>2014: opioids were involved in more than 61% of the deaths from overdoses.<br>&nbsp;</div>]]></description>

         <description><![CDATA[<div>New Hampshire- in 2014 326 people died from an overdose on opioids from Fentanyl &amp; heroin.&nbsp;<br>- Dealers lace it or just add more.&nbsp;<br>- New Hampshire is second to last, Texas coming in last, in access to treatment programs.&nbsp;<br>- New Hampshire spends $8 per capita for drug abuse treatment. Connecticut spends twice amount. &nbsp;<br>- New Mexico:&nbsp; heroin addiction has passed down from generation to generation.&nbsp;<br>-It is harder to treat younger people.&nbsp;<br><br>Appalachia:&nbsp;<br>-hit with overdose deaths for more than a decade. Overdose based on prescription drugs. The type of work they do is more injury prone which causes more prescriptions from doctors.&nbsp;<br>- after laws were passed to address misuse of prescription people turned to heroin.&nbsp;<br>- West Virginia has the highest overdose death rate in the nation. </div>]]></description>
