She is thinking this way because grant was talking to the person that killed him. 
Passage:
Kate is talking to Shep in the tree house. She then is convinced that Shep is not it because he was the last person to walk up to grant and he remembers it in full detail.  |

The inference that kate makes is that the shooter is not Shep.  | 
Evidence:
She is thinking this way because she likes Shep does not lie to Kate. 

Passage:
Kate and Shep have been getting threats and Shep and Kate are talking about it in the tree house. They have noticed that the threats have come from the same person each time.  |
